The Toxics Cleanup Program (TCP) is looking to fill a Uplands Unit Supervisor (Environmental Engineer 5) position. The position will be located in our Northwest Regional Office (NWRO) in Bellevue, WA.

The Uplands Unit Supervisor position supervises the Uplands Unit comprised of individuals whose primary responsibility is the management of formal cleanup sites. The unit supervisor provides direction, supervision, mentoring, and site management expertise to the members of the unit. This position also manages high profile projects or cleanup sites as assigned by the Section Manager.

We are looking for applicants who can be patient, who can see the road ahead for the long-term MTCA projects, an excellent writer and editor, as much of their job will be to manage correspondence and review multiple types of documents. This individual will provide leadership, verify accuracy and completeness of team member's work with agency regulations, policies, and guidance, all while providing support, coaches, mentors, develops training plans and work load analysis to meet required program performance goals for staff within the Uplands Unit.

Duties

Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.

Some of the key work activities of the Uplands Unit Supervisor position include:

Reviews and approves all types of reports and correspondence for their own projects and for staff projects– agency decision letters, emails, technical decisions, legal decisions, public outreach materials.
Mentors and coaches – there's an enormous amount of complex science, technology, engineering, regulatory requirements and interpretation that needs to be tailored to and learned by each site manager and followed through.
Creates a site management Boot-Camp that this position sponsors and manages.
Coordinates with the VCP Unit Boot-Camp to make a complete MTCA on the job training.
Supports other units, and share knowledge – helping to define a strong technical and site management team.
Follows the MTCA process appropriately for all work in the unit and across the section.
Shepherds projects to meet schedules and project demands for self and staff.
Helps staff to be consistent with existing regional and program policy and decisions and to shape new ones.
Supports staff and assisting daily on any issue they're facing.

What kinds of problems does this position get to solve?

Deciding what is an appropriate Remedial Investigation and when it is complete; when a Feasibility Study and Disproportionate Cost Analysis are adequate and defensible; when a Cleanup Action Plan is viable and ready for public comment;
Deciding on Engineering Design completeness for remedial construction; when construction is complete; evaluating for periodic review of construction completeness; designing monitoring plans.
Technical and program issues such as ground water potability and plume decisions.

Required Qualifications:

A Master's degree with major study in one of the following engineering fields, sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.

AND

Registration as a professional engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington and five (5) years of experience in environmental engineering including at least one year experience in stormwater engineering.

OR

An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical ,water resource, environmental, chemical, mechanical or related field.

AND

Registration as a professional engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington and six (6) years of experience in environmental engineering including one year experience in stormwater engineering.


Desired Qualifications:

Knowledge of: principles and practices of environmental engineering. Model Toxics Control Act, CERCLA, RCRA, Clean Water Act, and other environmental regulations.
