The Sustainable Agriculture Network (SAN), currently co-owner of the SAN/Rainforest Alliance certification program and owner of the SAN Standard, and the Rainforest Alliance will remain close partners. Whereas the SAN/Rainforest Alliance and UTZ systems will continue to operate side by side until the launch of one unified certification program in 2019, the SAN and the Rainforest Alliance will work on a transition in which the responsibilities for the certification program held by the SAN will transfer to the Rainforest Alliance. In this context, the Quality Assurance & Quality Control Manager, Certification Program, plays a paramount role.

Position Summary:
This position contributes proactively to insure and facilitate a smooth transition to a new program, focusing on customer service, protection of the credibility of the certification program, transparency, quality, and oversight. Specifically, this position is responsible for quality assurance and quality control of the program’s certification bodies and for the Certification Database. This includes communication and explanation of the requirements that certification bodies shall fulfill in order to be authorized to grant certification under the SAN Sustainable Agriculture Standard and SAN/Rainforest Alliance Chain of Custody Standard (the “standards”), monitoring of the technical and administrative capabilities of the certification bodies and their audit teams, proposing corrective action plans and suspension or cancelation of certification bodies or auditors as needed; and ensure quality control and data integrity of the Certification Database. S/he will attend to inquiries from a wide range of stakeholders on the certification body quality assurance and quality control (QA&QC) program. S/he will lead the handling of complaints about the certification program, with the support of the Sr Manager, Standards, and in coordination with the Rainforest Alliance Certification Program Team. S/he is responsible for compliance with ISEAL’s Codes of Good Practice for Assurance. S/he will also be a core member of the team that will develop the unified certification program, and support its subsequent implementation.

Responsibilities:
Certification Body QA&QC
• Implement, maintain and update as needed the Rainforest Alliance Certification Body QA&QC program through policies and procedures;
• Communicate, explain and update as needed the requirements that certification bodies must fulfill in order to be authorized to grant certification under the SAN Sustainable Agriculture Standard and SAN/Rainforest Alliance Chain of Custody Standard;
• Oversee the systems and infrastructure needed to implement the certification body QA&QC program, including quality monitoring templates, document control, database(s), quality auditor program, and support to team members with key responsibilities in these areas;
• Assess certification body performance based on evaluation materials prepared according to the QA&QC program; provide monthly reports on these assessments to the Rainforest Alliance Certification Program Team;
• Enforce corrective action plans as needed to certification bodies; monitor performance accordingly;
• Propose (lifting of) sanctions to certification bodies to the Rainforest Alliance Certification Program team;
• Participate in relevant technical committees;
• Participate in formal audits on the SAN Standard conducted by certification bodies on a regular basis, collecting inputs to strengthen the certification program;
• Be a core member of the team that will develop the unified certification program, and support its implementation;
Training and Information
• Be the key global advisor to certification bodies on the certification body QA&QC program;
• Provide guidance and arrange and deliver training for auditors and certification bodies, in coordination with the Sr Manager, Standards, on best practices for auditing against the 2017 SAN Standard;
• Collaborate with the Rainforest Alliance Evaluation & Research Unit to design and deliver training for auditors and certification bodies on new assurance tools and protocols for collecting, managing, and utilizing data on compliance levels (i.e. e-auditing) and actual field conditions and performance (i.e., outcome-level results) of certificate holders;
• Deliver training for auditors and certification bodies to verify key information for audit planning and portfolio-level monitoring and reporting;
• Design and deliver information and training on the certification body QA&QC program, processes and procedures as required by Rainforest Alliance staff, for internal and external purposes;
Credibility and Transparency
• Maintain the complaints, inquiries and appeals requirements and lead the handling of complaints about the certification program, with the support of the Sr Manager, Standards, and in close coordination with Rainforest Alliance Certification Program Team;
• Lead the process for supply chain integrity risk mapping and mitigation;
• Collaborate with the Sr Manager, Standards, on the design, development and review of new policies and rules for the certification program;
• Ensure compliance with ISEAL’s Code of Good Practice for Assurance, and maintain expertise in best practices for Assurance Systems as they evolve;
Certification Database and Auditor Database
• Oversee the management, data integrity and correct functioning of the Certification Database and the auditor database, by overseeing the work of the Associate, Certification Program, and (a dotted line supervisory responsibility) of the Systems Specialist II;
• Ensure swift troubleshooting of any issues between the Claims, Traceability & Trademarks (CTT) database and the Certification Database;
• Work with the Systems Specialist II and the Sr Manager, Standards to ensure that the Certification Database is aligned with the effective standards, rules, procedures and policies;
• Work with the Rainforest Alliance Evaluation & Research unit and the Systems Specialist II on upgrades to the Certification Database to manage and quality check new data for assurance and monitoring and evaluation purposes;
• Work with the Associate, Certification Program, to ensure monthly dashboards on certification data and Rainforest Alliance Key Performance Indicator quarterly reports are prepared, presented and disseminated to key users within Rainforest Alliance;
• Be a core member of the team that will develop the integrated Certification Database, and support its implementation; and
• Other tasks as assigned. .
Supervisory Responsibilities
This position will oversee one Associate level staff, , and will have a dotted line supervisory responsibility for a Specialist II.
The position carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications:
• Bachelor or Master’s degree in Agriculture, Biology, Natural Resources, Business, or related field, or by lack hereof, over 10 years of demonstrated and continuous experience in certification systems;
• Knowledge of management systems (ISO 9001, ISO 14001, SA 8000, ISO 17065) and auditing skills;
• Minimum 7 years of experience in the SAN Sustainable Agriculture Standard and the SAN/Rainforest Alliance certification program (preferred);
• Up to date on developments and trends in the sector;
• Good understanding of value chains;
• Strong written and oral communications skills, especially for technical writing, in English and Spanish;
• Ability to work with diverse individuals and teams to build consensus and arrive at decisions regarding the technical content of standards, policies and related documents;
• Strong organizational skills to manage multiple priorities in a time sensitive manner;
• Excellent interpersonal skills with the ability to interact culturally, linguistically, and diplomatically with diverse internal and external individuals;
• Initiative, self-motivated, resourceful, detail-oriented, dependability, strong attention to detail; and
• Ability to travel a minimum of 20% per year, nationally and internationally.
