As a team member of the Office of Environmental and Energy Coordination (OEEC)’s Division of Innovation and Sustainability, performs advanced-level analytic and technical work to support the county’s Environmental Vision, including supporting policies and programs such as the Operational Energy Strategy. Specific duties include:
Develops, recommends, and implements plans and programs to help the county save energy, water, and utility costs.
Manages and oversees OEEC responsibilities for county energy improvement initiatives including the county’s Energy Services Company (ESCO) and Recommissioning/Retro-commissioning (RCx) programs.
Analyzes consumption and utility data using the county’s EnergyCAP software and applicable utility rate schedules and utility bills and makes recommendations to county departments and agencies.
Creates reports and presentations for the OEEC, other county departments and agencies, county management and leadership, the Board of Supervisors, and the public.
Provides technical advice and guidance to the Senior Energy Analyst and other team members.
Supervises, coordinates and reviews the work of the Energy Specialist (Management Analyst II).
Evaluates and proposes modifications to office processes and activities with the goal of improving the quality and efficiency of operations and services.
Supports other OEEC initiatives, including those related to greenhouse gas emissions, clean energy, outreach, community planning, and resiliency.
Note: The assigned functional areas of this position are energy efficiency, energy management, energy project management, and data analysis.

Independently designs, develops, and coordinates ongoing department programs and special projects;
Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects.
Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
Provides guidance, recommendations, and advice to departmental managers;
Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.
Required Knowledge Skills and Abilities

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.
CERTIFICATES AND LICENSES REQUIRED:
At least five years of experience analyzing and evaluating utility bills and energy project data.
Experience managing energy efficiency projects.
Experience conducting professional-level research and analysis for the purposes of developing recommendations to reduce energy use and/or cost.
Experience performing a variety of technical work related to energy data monitoring, analysis, and evaluation, including statistical analysis.
Experience using EnergyCAP or another utility bill tracking software.
Experience working with local government entities.
Ability to communicate effectively orally and in writing, including the ability to write detailed, accurate memoranda, reports, presentations, and other documents.
Ability to facilitate meetings and guide staff with varying interests through a process.
Understanding of energy engineering principles such as units of measure, unit conversion, and energy saving calculations.
Strong Microsoft Excel, Word, and PowerPoint skills.
Certified Energy Manager.

The appointee to the position must satisfactorily complete a criminal background check.
Job is generally sedentary in nature; however, employee must be sufficiently mobile to attend meetings, make presentations, and tour facilities as needed. Employee must be able to work with electronic equipment such as a computer monitor and keyboard. Employee may be required to lift and carry up to 15 pounds.
