The Environmental Assessment Program (EAP) within the Department of Ecology is looking to fill a Chemical Action Plan (CAP) Implementation Monitoring Lead (Natural Resource Scientist 3) position. This position will be located at our Headquarters Building in Lacey, WA.
The Chemical Action Plan (CAP) Implementation Monitoring Lead position is responsible for managing and coordinating Chemical Action Plan (CAP) implementation monitoring efforts. This includes developing and conducting CAP monitoring recommendations, and conducting toxic contaminant source identifications for CAP chemicals.
We are looking for applicants who possess strong technical skills, are capable of synthesizing a wide array of subject matter into a usable format, and the ability to collaborate with local groups to accomplish the work.

This position will be located within the Environmental Assessment Program (EAP). The mission of the Environmental Assessment Program is to measure, assess, and communicate environmental conditions in Washington State for the purpose of providing credible science to guide environmental decisions.
Some of the key work activities of the Chemical Action Plan (CAP) Implementation Monitoring Lead position are:
Serves as project manager and principal point of contact in Ecology for designing, implementing, and maintaining the CAP implementation monitoring program, including identifying sources of CAP chemicals in the environment.
Investigates sources of per- and poly-fluoroalkyl substances (PFAS) in the environment.
Defines and directs CAP implementation monitoring studies, including writing project plans, selecting monitoring parameters, monitoring techniques, and defining study areas.
Leads and mentors other professional staff assigned to the project including training on appropriate technical methods, field and monitoring procedures, quality assurance procedures, and office procedures.
Oversees staff in the office and field, conducts monitoring surveys, collects samples including record keeping and reporting procedures.
Prepares quality assurance project plans (QAPPs), standard operating procedures (SOPs), and scientific reports. Works closely with analytical laboratories to coordinate analysis of environmental samples including developing Request for Proposals for externally contracted analyses and work.
Conducts surveys, analyzes and records conditions for collection of environmental samples for toxics chemical analysis.
Conducts statistical analysis and quality assurance review of environmental data. Uses various software programs for data analysis (spreadsheets and statistics), and report preparation (word processing).
Communicates sampling results to partners, public, industry, and other agency in an understandable manner.
Manages large datasets, assists with data reduction, and oversees entry of project data into Ecology's EIM System.

A Bachelor of Science degree with major study in fisheries, environmental, physical, or one of the natural sciences, or other closely allied field.
Four (4) years-professional research work experience evaluating toxic chemicals in the environment.
A Master's degree will substitute for two years, and a Ph.D. degree will substitute for all of the required experience provided the field of major study was in the specific specialty.
Experience designing and managing projects in the environmental sciences.
Experience collecting environmental samples of water, sediment or fish tissue for contaminant analysis.
Training or education in toxicology and the effects of toxic chemicals on organisms in the environment.
Knowledge of contaminant fate and transport processes.
Experience in carrying out contaminant source investigations.
Experience analyzing data and writing technical reports or publishing findings in scientific journals.
Special Requirements / Conditions of Employment:
Must possess a valid driver's license.
