The Office of Climate Action, Sustainability and Resiliency’s (CASR) mission is to act with urgency to proactively mitigate climate change. Our objectives are to advance science-based strategies to reduce greenhouse gas emissions on a scale and timeline that align with the recommendations from the Intergovernmental Panel on Climate Change, cultivate resiliency in the face of potential climate change-related emergencies, secure an economically, socially, and environmentally sustainable city for generations to come, and ensure that the setting of goals and metrics and monitoring of results considers equity.

The CASR High Performance Buildings and Homes team works to make all new and all existing buildings and homes net zero energy, more sustainable, and more resilient. Net Zero Energy means highly efficient, all-electric, grid flexible, and powered by 100% renewable electricity. Buildings and Homes are responsible for 63% of the greenhouse gas emissions in Denver. These places where we live, work, and spend 90% of our time are the key to a sustainable, resilient future for the city. We work with the Denver community to achieve these goals in ways that improve indoor air quality, improve comfort, improve health outcomes, lower energy costs, improve returns for investors, improve equity, and help under-resourced communities thrive.

The High Performance Buildings and Homes team has an opening for an Administrator. Job duties and responsibilities of this position include, but are not limited to, the following:

-Lead the process to bring Denver’s energy code to Net Zero Energy over the next few code cycles through collaboration between CASR and Community Planning and Development Department (CPD).

-Lead CASR collaboration with the CPD communications team. Oversee contractors providing communications to the development community about the path to net zero energy and trainings for designers on net zero design practices with the CPD communications team.

-Lead CASR’s collaboration with the CPD planning team. Support zoning policy development efforts so they include the climate, sustainability, and resiliency recommendations, incentives and requirements. Support climate champion CPD planners who lead climate, sustainability and resiliency work for their projects including landmark projects, neighborhood and small area plans and zoning code updates and amendments.

-Support CPD’s development and implementation of incentives for the Denver Green Code like expedited permitting and decreased permit fees. CPD currently offers the Denver Green Code & Affordable Housing pilot program.

-Provide input for other teams when requested to support agency collaboration – eg. HOST’s housing development resources and funding opportunities team, DOTI’s Vertical Team working on the first net zero energy City buildings, DOTI One Water Plan, DOTI waste heat recovery opportunity discussions. Perform legislative and/or policy analysis of issues and formulating approaches and plans to address identified issues, and briefs management on concerns and issues by providing information required for decision making

-Drafting RFPs for professional/services contracts, evaluating proposals, selecting successful bidder, administering the contracts, and monitoring contracts for compliance and expenditures.

Our ideal candidate will have:

-Strong project management experience with ability to push through barriers to deliver exceptional results on time.

-Demonstrated ability to deliver results by creating a shared vision and enabling others to act.

-A minimum of three years of experience with building energy codes and the building code adoption process or a related field.

-Ability to chair and/or participate on committees in order to resolve complex technical issues with diverse stakeholders.

-Master's degree or equivalent experience in Architecture, Engineering, Construction Management, Real Estate, Business Administration, Public Administration, Political Science, Environmental Studies, Environmental Policy, or a related field.

-Great communication skills and experience communicating compellingly with diverse audiences including developers, owners, architects, designers, engineers, contractors, code inspectors, energy efficiency professionals, associations, the general public, and others in the new development/construction sector.

-Experience incorporating the perspectives of multiple communities, including communities of color, in the consideration of impacts and outcomes of a decision-making process or technical analysis.

-An understanding of the concepts of institutional and structural racism and bias and their impact on under resourced communities. A proven ability to work with a diverse team, creating an atmosphere of trust and inclusiveness.

-Ability to build meaningful multi-sector partnerships and relationships in support of existing strategic goals.

-An ability to work with representatives from a variety of City agencies and external organizations in an effective and professional manner.

-Experience: Three (3) years of experience acting as an administrator or a full performance level professional within Architecture, Engineering, Construction Management, Real Estate, Business Administration, Public Administration, Political Science, Environmental Studies, Environmental Policy, or a related field.

-Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
