Basic Qualifications:
Must possess three or more years experience working with, and a broad knowledge of, local and/or regional or state government agencies. Must have project management experience and/or utility experience.
Core Competencies:
- Bachelor Degree in Business Administration, Economics, Political Science, Communications, Public Administration, or equivalent experience.
- Demonstrated project management experience resolving issues (construction, programs and billing) for internal and external stakeholders.
- Demonstrated experience identifying, analyzing, and resolving significant local or regional issues such as on-going operational, real property, generating, or financial issues.
- Demonstrated experience making formal presentations to management, local/regional government and community organizations.
- Must have established strong interpersonal skills and public diplomacy, business relationships with local entities or the demonstrated experience establishing relationships.
- Demonstrated experience interfacing effectively and/or collaborating with peers and members of other departments.
- Must have demonstrated experience in actively contributing to achieving department objectives, and showing leadership and initiative in the direction and implementation of company, department and region goals.
- Demonstrated experience working effectively on cross-functional teams.
- Proficiency with Microsoft Word, Excel and PowerPoint.
- Must demonstrate excellent business mastery, including the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks and safety appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.

Preferences:
Familiarity with California energy marketplace and local governments. Familiarity with electrical deregulation. Advanced degree in the relevant disciplines shown in requirements. Service planning or service operations.
Typical Responsibilities:
The successful candidate will represent the company to local governments in Orange County working out of the Westminster Service Center. Typical responsibilities include: Acting as the primary liaison between governmental agencies, as well as a liaison with business, and community groups, and the Company in the cities of Cypress, Huntington Beach, La Palma, Los Alamitos, Seal Beach, Stanton, and Westminster. Managing and executing all phases of Company/customer, government, business, and civic activities; Taking a leadership role in the community in accordance with the vision and tenets of the Corporate Strategic Plan and the Public Affairs Department goals; Representing the customer with respect to electric operations that adversely impact governments and communities; Monitoring local government activities and issues; Becoming aware of proposed actions that may impact the company and its customers, and take necessary actions to protect its ability to provide cost effective, safe and reliable electric service as well as the Company assets necessary to do so; Organizing and coordinating internal staff and resources, and leading in designing and implementation Strategies to resolve issues affecting Company interests and customer relations; Establishing and maintaining positive business relationships with governmental officials, community and business leaders, media, major customers, civic and community-based organizations, to convey and educate on the need for established and proposed Company operations, policies and procedures in order to meet the electrical needs of the customer; Performing other responsibilities as required.
